Recruiting Software in 2026
“Recruiting software” can describe three different purchases. An applicant tracking system (ATS) manages applications and hiring stages. A sourcing or talent CRM tool helps recruiters find and nurture people before they apply. A talent-acquisition suite combines those functions with career sites, interview structure, offers, onboarding, analytics and governance.
This guide compares four different operating models rather than inventing one universal ranking:
- Breezy HR: fixed-price ATS plans with unlimited users and candidates.
- JazzHR: fixed annual ATS plans with job and feature differences.
- Workable: sourcing, ATS and HR packages priced by company headcount.
- Greenhouse: quote-based structured hiring and governance for more complex teams.
Clearpick reviewed official product and pricing documentation on July 19, 2026. We have not completed hands-on tests of all four platforms. Feature descriptions are vendor-reported, and the protocol later in this page is a fictional acceptance scenario—not a test result.
Quick Comparison
| Product | ATS | Sourcing/talent CRM | Broader suite | Pricing unit | Public starting point checked |
|---|---|---|---|---|---|
| Breezy HR | Yes | Candidate pools and nurture depend on plan | Onboarding and performance are add-ons | Fixed plan; unlimited users/candidates; active-position limits on Free | Free; Startup $157/month annually |
| JazzHR | Yes | Job syndication and candidate database | Integrations and add-ons rather than a full HRIS | Fixed annual plan; job limits/allowances vary | Hero $1,000/year |
| Workable | Yes | Candidate sourcing suite and talent CRM | Separate/combined Recruiting and HR packages | Company employee count, plan, packages and usage add-ons | Standard shown at $299/month for 1–20 employees |
| Greenhouse | Yes | Sourcing and CRM included by plan | Recruiting plus optional onboarding ecosystem | Custom quote by organizational needs | No public dollar price |
These prices are not directly equivalent. Breezy and JazzHR price the recruiting product, Workable’s displayed plan includes Recruiting and HR in the selected bundle, and Greenhouse requires a scoped quote.
1. Breezy HR: Transparent ATS Pricing by Plan
Breezy HR’s Bootstrap plan is free and allows unlimited users, one active position or candidate pool, and access to candidates added within the last 30 days. Startup removes the one-position limit and adds candidate automations, customizable pipelines, email/calendar integration, self-scheduling and reporting.
The official Breezy HR pricing page lists annual-equivalent prices of:
- Bootstrap: free.
- Startup: $157 per month, or $189 month-to-month.
- Growth: $273 per month, or $329 month-to-month.
- Business: $439 per month, or $529 month-to-month.
All paid plans include unlimited users and candidates. Growth adds functions such as customizable scorecards, interview guides and multiple pipelines. Business adds deeper approvals, permissions, nurture and HRIS integrations.
Shortlist Breezy when: many hiring managers need access but seat-based pricing would be inefficient, and the required controls fit one published plan.
Watch the add-ons: Breezy Intelligence, SMS, onboarding, performance and expert training are not all included. The pricing page lists AI credits from $30 per 100,000, SMS from $41 per month and onboarding from $49 per month.
AI limit to verify: Breezy describes Intelligence as candidate evaluation, interaction summaries and resume auditing. Ask what a credit measures, which inputs are processed, whether the output ranks or filters candidates, how a human reviews it and how long generated data is retained.
2. JazzHR: Annual Plans With Job and Feature Limits
JazzHR is an ATS aimed at smaller and growing hiring teams. All plans include unlimited users, while active-job allowances, structured interviews, automation, reporting and offers vary.
The official JazzHR pricing page lists:
- Hero: $1,000 per year, with job postings starting at three per month.
- Plus: $3,480 per year, with up to 200 active jobs, AI-powered candidate matching, structured interviews, configurable task automation and standard reporting.
- Pro: $5,508 per year, adding offers/e-signatures and more reporting/support functions.
JazzHR also warns that certain functionality is consumption-priced and that job posting or syndication availability can be restricted by third-party eligibility and usage limits.
Shortlist JazzHR when: a fixed annual ATS budget, unlimited collaborators and conventional applicant tracking matter more than a broad HR suite.
Watch the plan boundary: do not compare Hero’s annual price with a product that includes structured scorecards, automation and offers. Price the JazzHR plan that passes the acceptance test, plus any consumption-based features.
AI limit to verify: “AI-powered candidate matching” appears on Plus. Request documentation for inputs, output, human override, audit history, explainability, model changes and any jurisdiction-specific controls. A matching score should inform review, not become an undocumented rejection rule.
3. Workable: Sourcing, ATS and HR by Company Headcount
Workable combines a sourcing suite, talent CRM and ATS with an HR package. The recruiting side includes job distribution, candidate sourcing, scheduling, interview kits, scorecards, pipelines, offers, reporting and integrations. The HR side adds employee records, onboarding, time off, time tracking and payroll preparation/integrations.
The official Workable pricing page scales by company employee count. With 1–20 employees selected, it shows:
- Standard: $299 per month / $3,588 per year.
- Premier: $599 per month / $7,188 per year.
- Enterprise: $719 per month / $8,628 per year.
The displayed price changes with headcount and package selection. Add-ons shown for Standard include texting at $89 per month, video interviews at $109, assessments at $59 and performance reviews at $39.
Shortlist Workable when: the organization wants sourcing and ATS in one product and may also consolidate onboarding or core HR workflows.
Watch the pricing basis: recruiter count or open jobs does not determine the headline price; total company headcount does. Model the cost after expected hiring growth even if the recruiting team remains small.
AI limit to verify: Workable Agent uses metered credits. The vendor says evaluating a candidate uses one credit, sourcing a passive candidate uses two and a candidate chat uses ten. Paid accounts start with 3,000 credits; published bundles range from $600 for 5,000 to $4,750 for 50,000, expire after one year and are non-refundable. Test credit use on a representative requisition before forecasting cost.
4. Greenhouse: Quote-Based Structured Hiring
Greenhouse organizes hiring around repeatable interview plans, kits, scorecards, scheduling, reporting and sourcing/CRM. The official Greenhouse pricing page describes Core, Plus and Pro but does not publish dollar prices.
- Core includes sourcing/CRM, structured interview kits and scorecards, scheduling, reporting, SSO and talent matching.
- Plus adds functions such as sourcing automation, AI-powered report filters, texting and fraud/spam detection.
- Pro adds advanced data configuration, audit log, developer sandbox/sync and enterprise controls.
Shortlist Greenhouse when: consistent multi-team interview design, governance, integrations and auditability justify a scoped implementation and annual quote.
Watch the comparison trap: third-party “starting prices” are not a substitute for a current vendor quote. Request software, implementation, integrations, support, onboarding, sandbox and renewal terms as separate lines.
AI limit to verify: each named AI function has a different purpose. Talent matching, report filters and fraud signals should not be grouped under a single “AI screening” checkbox. Ask which functions affect candidate visibility, what evidence is displayed to reviewers and what is logged.
ATS, Sourcing Tool, or Talent-Acquisition Suite?
Choose an ATS when
- candidates already arrive through known channels;
- the main problem is lost applications, inconsistent stages or interview coordination;
- reporting needs focus on funnel, source and time;
- the HRIS can accept a clean hired-candidate handoff.
Add sourcing or a talent CRM when
- critical roles cannot rely on inbound applications;
- recruiters nurture prospects over months;
- duplicate outreach and relationship ownership are recurring problems;
- the team can govern consent, retention and outreach rules.
Choose a broader suite when
- job approval, recruiting, onboarding and employee records must share workflows;
- several integrations would otherwise be built and maintained;
- the suite covers the required countries and employment processes;
- the implementation cost is lower than managing separate systems.
Do not buy sourcing because an ATS advertises a large profile database. First test relevance, refresh, contact permissions, duplicate handling and usage cost for your actual roles.
Pricing Models You Must Normalize
| Pricing model | Example here | What to calculate |
|---|---|---|
| Fixed annual plan | JazzHR | Required plan + job/usage add-ons + annual commitment |
| Fixed plan with active-position limits | Breezy HR | Plan + AI/SMS/onboarding/performance + monthly/annual difference |
| Company-headcount pricing | Workable | Current and forecast employee band + package + usage credits |
| Enterprise quote | Greenhouse | Subscription + implementation + integrations + support + renewal uplift |
| Per recruiter | Common elsewhere in the market | Paid recruiters/admins, hiring-manager access and seasonal seats |
| Per active job or posting | Common in entry tools/job boards | Peak simultaneous roles, reposting, sponsored distribution |
| Per employee | Common in HR suites | Total active employee count, not recruiting-team size |
Ask for a quote at today’s volume and at the 12-month forecast. Record the unit that triggers a price increase.
Manual Acceptance Test
Use one fictional role and fictional candidates in a trial or vendor-led sandbox. Do not upload real applications until privacy, security and processing terms are reviewed.
1. Create and approve a job
Create a fictional “Customer Support Specialist” role with department, location, employment type, salary range, owner and approval. Publish it only to a test or private channel. Confirm which fields reach the career page and downstream reports.
2. Build the candidate pipeline
Use Applied → Recruiter screen → Hiring manager screen → Structured interview → Offer → Hired/Rejected. Add five fictional candidates, one duplicate and one internal referral. Move candidates, reverse a mistaken move and inspect the audit history.
3. Configure a scorecard
Define three job-related competencies with anchored evidence—not personality guesses. Assign interviewers, submit conflicting scores and verify that one reviewer cannot see or overwrite another’s feedback before submission if that is your policy.
4. Test automation and communication
Trigger an acknowledgement at application, a scheduling request at screen and an internal task at interview. Test a failed email, candidate reply, reschedule and rejection. Verify sender identity, consent fields, templates and duplicate prevention.
5. Build the report
Report candidate count and conversion by stage, source, owner and time in stage. Reconcile the output manually against the five fictional candidates. Check whether deleted, withdrawn and duplicate records change the denominator.
6. Export and hand off
Mark one candidate hired, send only necessary fields to a test HR record, then export the candidate record, attachments, consent, notes, scorecards, communications and audit events. List anything that cannot be exported without services or a higher plan.
Record the product plan, date, who performed each step, result, elapsed time, error messages and vendor assistance. This creates evidence for the decision without pretending a demonstration is an independent test.
How to Evaluate Recruiting AI
For every AI feature, document:
- the specific task: source, summarize, match, rank, chat, transcribe or detect fraud;
- input data and whether third-party or inferred data is used;
- output shown to a recruiter and whether it changes candidate visibility;
- human review and override requirements;
- logs, retention, deletion and candidate-access process;
- validation across relevant roles, languages and populations;
- credit or usage cost and behavior when limits are reached;
- contract terms for training on customer or candidate data;
- applicable employment, privacy and automated-decision rules with qualified counsel.
Never infer that “AI-powered” means more accurate, less biased or compliant. Those are separate claims requiring separate evidence.
How to Choose
- Start with Breezy Bootstrap only when one active role and 30-day candidate access are genuinely sufficient; compare Startup when automation is required.
- Compare JazzHR Plus when structured interviews, automation and a fixed annual ATS price fit the hiring model.
- Compare Workable Standard when sourcing, ATS and HR consolidation justify headcount-based pricing.
- Request a matched Greenhouse quote when structured hiring, governance and integration depth are requirements rather than future possibilities.
There is no tested overall winner on this page. Select the smallest plan that passes the common scenario, meets jurisdictional requirements and returns a complete, usable export.

Frequently Asked Questions
What is the best recruiting software?
There is no universal winner. Breezy HR and JazzHR provide transparent ATS plans for smaller teams, Workable combines sourcing, ATS and HR in a headcount-priced suite, and Greenhouse offers quote-based structured hiring and governance for more complex organizations. Run the same job, pipeline, scorecard, report and export test before choosing.
What is the difference between an ATS and sourcing software?
An ATS manages applicants and hiring stages after a person enters the process. Sourcing software helps identify and engage potential candidates before they apply. A talent-acquisition suite can combine both with career sites, interviewing, offers, onboarding, analytics and integrations.
How is recruiting software priced?
Pricing may be fixed by plan, limited by active jobs, scaled by employee headcount, metered by AI or messaging usage, or quoted for an enterprise contract. Normalize every quote to the same hiring volume and required workflow.
Should recruiters use AI candidate matching?
Only with documented human review and validation for the role, population and jurisdiction. Ask what data is used, what the output means, whether a person can override it, how decisions are logged and how candidates can challenge incorrect data.
