LMS Software in 2026

A learning management system can create or import courses, enroll learners, deliver training, record activity, issue certificates, and produce reports. That broad definition hides three materially different purchases:

  • an internal LMS for employees and contractors;
  • a multi-audience platform for employees, customers, partners, or association members;
  • an online academy that markets and sells courses.

This guide compares TalentLMS, 360Learning, MoodleCloud, and LearnWorlds as examples of different commercial models. Official documentation was reviewed on July 19, 2026. Clearpick has not completed hands-on tests of all four platforms; features are vendor-reported unless stated otherwise. Pricing shown on this page was checked against each vendor’s official pricing page on September 8, 2026, and every figure is sourced in the table above. No paid placement or universal winner is presented.

1. TalentLMS: Published Bands for Structured Training

TalentLMS now publishes Core at $119 per month annually for 1–40 users, Grow at $229 for 1–70, and Pro at $449 for 1–100. Higher brackets change the price, and Enterprise is custom. The free plan supports five users and ten courses.

The vendor says all plans include unlimited courses and storage plus SCORM 1.2, Tin Can, and cmi5. File size is still limited: the pricing FAQ lists 100 MB per file on Free and 600 MB on paid plans. Plan boundaries include branches, reports, automation, support, AI credits, and flexible-user licensing.

TalentLMS’s Flex add-on is different from the fixed band. It permits unlimited registered users and charges based on distinct users who log in during the month, with soft limits. Its terms also state that paid subscription fees may receive an automatic five-percent annual increase unless otherwise agreed.

Shortlist when: an organization wants published entry bands, structured internal training, and a path to monthly-active pricing.

Verify: fixed versus Flex population, administrator counting, branches, SSO/API, SCORM edition behavior, Tin Can endpoint and LRS, cmi5, AI credits and data handling, HRIS sync, certificates, reports, course library, file limits, renewal, and complete exports.

Check TalentLMS’s current prices and plan boundaries and current subscription terms.

2. 360Learning: Active Users and Collaborative Authoring

360Learning Team is $8 per active user per month for up to 100 users and has a monthly commitment. The pricing FAQ says there is no minimum volume and customers pay for active users. Business and Enterprise use custom prices and can combine registered and monthly-active users in one contract.

The public comparison lists collaborative co-authoring, AI-assisted authoring, smart recommendations, a SCORM player, instructor-led and virtual training, and progressively deeper integrations and services. It does not justify treating every integration or learning standard as included on every plan.

Shortlist when: internal subject-matter experts need to co-author and update training, or external learner activity requires a negotiated active-user model.

Verify: the definition and measurement of an active user, admins and authors, external identities, SCORM versions and tracking fields, xAPI/cmi5 if required, SSO, HRIS/CRM, e-commerce connector, professional services, support, AI processing, content ownership, and exports.

3. MoodleCloud: Low-Cost Hosted Moodle With Hard Limits

MoodleCloud publishes annual prices and account/storage quotas:

PlanAnnual USD referenceUser limitStorageCommerce boundary
Starter$170501 GBPayPal support; no Stripe listing
Mini$2701002.5 GBPayPal support; no Stripe listing
Small$4902005 GBStripe and PayPal course sales listed
Medium$1,19050020 GBStripe/PayPal; custom domain costs extra
Standard$2,10075050 GBStripe/PayPal; custom domain included

Plans are billed in Australian dollars even though the page displays USD references, and local tax can apply. A “user” is an account that can log in, including learners, administrators, teachers, and managers. MoodleCloud does not permit customers to install their own plugins or integrations. Custom Moodle LMS or Workplace deployments use partners and quote-based services.

Shortlist when: a small organization accepts fixed account and storage limits and wants hosted Moodle without managing servers.

Verify: precise billing currency, user cleanup, storage, backups, support, theme/domain, commerce gateway, tax workflow, SCORM package behavior, mobile app, reporting, plugin restriction, upgrade path, data export, and the cost of a partner-hosted solution when customization is required.

Check current MoodleCloud plans and restrictions.

4. LearnWorlds: Course-Selling Economics and Plan-Level SCORM

LearnWorlds is organized around a public school, course catalog, checkout, marketing, and learner delivery. With annual billing, Starter is $24 per month plus $5 for each course enrollment. Pro Trainer is $79 with no LearnWorlds transaction fee and adds free courses, programs, subscriptions, certificates, and up to 20 SCORM packages. Learning Center is $249 and adds unlimited SCORM packages, LTI 1.3, advanced reports, automations, API/webhooks, and broader roles.

“No transaction fees” refers to the platform plan and does not remove payment processor, tax, refund, chargeback, affiliate, or other commerce costs. Subscription sales or payment plans require Stripe according to the vendor’s help documentation.

Shortlist when: acquiring learners and selling courses are central, and the business can model enrollment and processor economics.

Verify: free versus paid course rules, $5 enrollment trigger, payment gateways, currencies, tax, refunds, subscriptions, affiliates, SCORM editions and 400 MB package limit, xAPI if required, LTI, video/storage, instructors, emails, accessibility, revenue exports, and customer-data portability.

Cost per Active Learner: Use the Same Denominator

The figures below are license arithmetic, not total-cost estimates.

Published examples

Product and scenarioSubscriptionDistinct active learners in monthLicense cost per active learner
TalentLMS Core at full 40-user band$119/month annually40$2.98
TalentLMS Core with only 20 active$119/month annually20$5.95
360Learning Team$8 × active users25, 50, or 100$8.00
MoodleCloud Mini at full capacity$270/year, or $22.50/month equivalent100$0.23
MoodleCloud Mini with 25 active$22.50/month equivalent25$0.90
LearnWorlds Pro Trainer$79/month annually100$0.79 base license
LearnWorlds Pro Trainer$79/month annually500$0.16 base license

MoodleCloud and TalentLMS fixed plans keep costing the same when utilization falls. 360Learning Team follows active users. LearnWorlds Pro is priced by school rather than learner, so its unit cost falls mathematically but may omit a required higher plan, infrastructure, commerce, or support cost.

For course sales, also calculate cost per paid enrollment and contribution margin:

sale price − discounts − platform enrollment fee − processor fee − tax absorbed − affiliate commission − refunds/chargebacks − content/support allocation

At 100 Starter enrollments in one month, LearnWorlds’s published platform charge alone would be $24 + ($5 × 100) = $524 before payment processing and every other cost. This is why its $24 headline should not be compared directly with a corporate per-user LMS.

SCORM, xAPI, cmi5, and LTI Are Not Synonyms

  • SCORM usually packages browser-delivered course content and communicates a defined set of status, score, session, and interaction data to an LMS. Version and implementation still matter.
  • xAPI communicates statements about learning activities between systems and a Learning Record Store. The ADL specification repository distinguishes current xAPI work from the older 1.0.3 repository.
  • cmi5 defines how xAPI-based course content is launched and managed in an LMS context; a generic xAPI claim is not automatically cmi5.
  • LTI connects a learning platform with external learning tools. 1EdTech describes LTI as an integration standard, not a content package or reporting guarantee.

Ask each vendor to name exact versions and demonstrate launch, identity, status, score, attempt, completion, suspend/resume, statement storage, error handling, reporting, and export. Marketing copy saying “compliant” or “supported” is not enough.

One Manual LMS Trial

Use synthetic learners, a fictional company, and non-sensitive content. Clearpick has not run this full comparison.

Create and import

  1. Build a native course with text, video, downloadable file, question bank, and scored assessment.
  2. Import known SCORM 1.2 and SCORM 2004 test packages.
  3. If required, launch a cmi5 package and send defined xAPI statements to the intended LRS.
  4. Replace a course version without destroying historic attempt evidence.

Enroll and complete

  1. Create learner, manager, instructor, author, and administrator roles.
  2. Enroll by group or identity attribute and assign a due date.
  3. Pass, fail, abandon, resume, retake, expire, and renew the course.
  4. Change a learner’s department and terminate the account.

Report and audit

  1. Reconcile assignments, attempts, completions, failures, scores, acknowledgments, certificates, and overdue records.
  2. Inspect timestamps, time zones, identity changes, edits, and administrator actions.
  3. Export raw and formatted evidence and reproduce a historical report after the course changes.

Sell and refund, when relevant

  1. Buy a course, bundle, and subscription using test payments.
  2. Apply tax, coupon, affiliate attribution, failed renewal, cancellation, partial refund, full refund, and chargeback.
  3. Reconcile order, payment gateway, tax, learner access, revenue, and accounting export.

Mobile, accessibility, and exit

  1. Complete a course on a small phone, keyboard-only browser, screen reader, and poor connection.
  2. Test captions, transcript, focus order, contrast, timed assessment, and accommodation workflow.
  3. Export users, groups, enrollments, courses, source files, packages, questions, attempts, reports, certificates, commerce, audit history, and xAPI statements.

Classify each result as completed by the buyer, demonstrated by the vendor, documented only, or unavailable.

Frequently Asked Questions

What LMS should a small business evaluate?

Start with the licensing model and workflow. TalentLMS publishes fixed bands, 360Learning Team uses active users, and MoodleCloud uses maximum user accounts and storage. The least expensive headline may not support the standards, integrations, reports, or administration required.

How much does LMS software cost per active learner?

Divide the complete annual cost by distinct learners who actually accessed required training, then report plan utilization. Keep registered-user, active-user, account, enrollment, and portal prices separate.

Does SCORM support mean an LMS supports xAPI?

No. SCORM playback, xAPI statements, cmi5 launch, LTI connections, and an LRS are different capabilities. Verify each required version and data flow manually.

Which LMS is designed for selling courses?

MoodleCloud lists Stripe sales on Small and higher plans. LearnWorlds centers its plans on a storefront and commerce, but Starter adds $5 per course enrollment and higher plans change selling and SCORM functions. Test the whole order-to-access-to-refund flow.

Does an LMS completion report prove compliance?

No. It is one record. The applicable obligation determines required identity, content, assessment, accommodations, evidence, retention, review, and actual behavior.
